Community jolted after grisly discovery of 9-y-o girl’s body in barrel at home

The close-knit community of Job Lane in Spanish Town, St Catherine, was left in shock on Friday night after the body of nine-year-old Kelsey Ferrigan was found stuffed in a barrel at her home.

The discovery has sparked widespread anger and cries for swift justice.

It comes as a blow to the celebration of Child Month which is currently being observed under the theme ‘Act Now! Stand Against Child Abuse and Exploitation’.

According to reports, Kelsey and her five-year-old sister were left at home alone after their mother went to run errands. Her 16-year-old brother returned to check on the girls, but he only saw the younger sibling.

When he reportedly asked about Kelsey’s whereabouts, the five-year-old – who was not in the house at the time of the incident and was unharmed – suggested that she might be hiding under the bed.

Neighbours told The Sunday Gleaner that the brother began a frantic search for the girl, who was not responding to his calls. He was reportedly pulling clothes from a barrel in the bedroom when he made the grisly discovery. Kelsey’s partially nude body was found with her head down, bleeding from her face and abdomen. He immediately raised the alarm and alerted the police.

Police investigators strongly suspect Kelsey was sexually assaulted.

The police have named a person of interest – Jovani Ellis, also known as ‘Coolie’ or ‘Coolie Man’ – who is said to reside in Job Lane. Ellis is currently out on bail for charges related to sexual offences. He failed to report to the St Catherine North Police Investigation Branch by 5 p.m. on Saturday despite the police’s urging.

Assistant Commissioner of Police in charge of Area 5, Christopher Phillips, who visited the crime scene on Saturday, sought to reassure residents that the matter is being handled as a priority.

“This is another nerve-racking and heart-wrenching situation even for investigators,” Phillips said, clearly disturbed by the savagery of the crime.

DISTRESSED

In the wake of the tragedy, the community has been gripped by sorrow and seething anger.

Bridgette, a close family friend, was visibly distressed when speaking with The Sunday Gleaner.

“Right now, I can’t come to it ... . A mi grow her; she is not a bad little girl. She don’t reach nowhere in a life yet and lose her life like this,” she lamented, her voice heavy with emotion.

Another neighbour, clearly shaken, also voiced outrage.

Meanwhile, National Security Minister Dr Horace Chang condemned the killing and announced a $2-million reward for information leading to the arrest of the offender.

“The brutal rape and murder of a precious nine-year-old child is an outrage, particularly in a time when the police have been effectively reducing the number of murders by double digits. Let me be very clear: this horrific act of unspeakable violence, where the life of an innocent child full of promise and potential has been cruelly extinguished will not go unpunished,” he said in a statement.

He pledged that “the full force of the law will be brought to bear on the perpetrators of this evil, heinous, and cowardly act”, adding that he had instructed the commissioner of police to “utilise every available resource to bring those responsible to justice”.

Chang added that the situation calls for more than arrests: “This tragedy demands more than just the capture of criminals. It compels all good citizens to confront the deep-seated issues within our society that allow such barbarity to occur.”

Laurette Adams-Thomas, CEO of the Child Protection and Family Services Agency, also condemned the murder.

“This deeply disturbing incident is a chilling reminder of some of the horrific dangers that some of our children face every day. It pains my heart to think that a young girl, full of potential and promise, could be taken from this world in such a cruel and inhumane way,” she was quoted as saying in a statement from her office. “This was not just the loss of a child. This was the desecration of innocence, and it shakes us to our very core.”

Adams-Thomas said the CPFSA has referred Kelsey’s mother and three siblings to the Ministry of Justice’s Victim Services Division for counselling, which will begin on Monday morning.

The third sibling is a three-year-old.

HEARTBREAKING

Opposition Spokesperson on Gender, Disabilities and Inclusion, Denise Daley, also expressed outrage, describing the incident as “a heartbreaking reminder of how far we have to go to protect our children”.

“We owe it to her, and every child in this country, to ensure that their right to life, safety, and dignity is protected. Let this be the moment we say: never again. Let’s honour her life by making sure no other child has to die like this,” she said.

Speaking at a recent St Catherine Municipal Corporation general meeting, St Catherine North Commander Senior Superintendent Hopton Nicholson raised alarm over an increase in sexual offences in the division.

He told councillors that a troubling pattern has emerged in which the majority of cases involve perpetrators who are personally known to the victims.

“Equally alarming is the age of those accused. Many of the alleged perpetrators are adolescents, between 12 and 18 years old. Victims span a wide age range, from as young as six to 42 years old, highlighting the urgent need for community awareness and intervention,” he said.

Nicholson emphasised the importance of early education, stronger family support systems, and swift action on the part of communities to address the crisis and protect the minors.

More than 150 children under age 17 were murdered while just over 4,000 were sexually assaulted in Jamaica over the five-year period that ended last year.

On Saturday, Phillips called for urgent legislative action to help keep communities safe from know sex offenders.

“... [There are] issues that we need to confront as a society when we talk about persons with sexual offence records, how to manage those persons who have been released back into society,” he stated.

He also reiterated the need for a more efficient implementation of the sexual offenders registry to aid the police in protecting vulnerable citizens.
