THE EDITOR, Madam: Decades have been spent in planning for economic growth, new infrastructure, stronger public services and a more productive workforce. Yet, one important part of that future is changing: the size and age of the population itself. Jamaica’s fertility rate has fallen to approximately 1.3 children per woman, well below the replacement level of about 2.1. The Ministry of Health and Wellness has warned that this decline has implications for economic stability, workforce sustainability, and social-support systems.
